Le postulat du projet réside dans son ambition architecturale ou plus exactement dans la relation qu’il établit entre la valeur de l’IRENI, vitrine de la recherche hexagonale en environnement industriel et son image identitaire. Coincé dans l’entre-deux des bâtiments mitoyens, sans débouché sur le quai de Goole ou l’avenue Schumann, le contexte urbain ne favorise aucune perception lointaine alors même que l’essence de l’urbanisme de reconquête du quartier s’est établie sur cette qualité. Le projet lutte contre cette contradiction par deux réponses adaptées. En premier lieu, il s’édifie entre le MREI 2 et le bâtiment d’enseignement sans les toucher visuellement autrement que par des passerelles et un hall vitrés qui laissent filer le regard le long des façades d’héberge. Au centre, l’IRENI possède une lisibilité simple et évidente qui favorise son identité. En deuxième lieu,il exploite l’évocation au cahier des charges architecturales et urbanistiques d’un niveau partiel (non mitoyen avec les bâtiments voisins) dénommé « dôme en toiture » pour proposer l’image d’un volume haut en R+3 qui semble décollé des niveaux inférieurs. Depuis le lointain, celui-ci montre par-dessus les obstacles visuels du MREI 1 et de la capitainerie du bassin de la Marine, sa silhouette nette et carénée de métal posée en porte à faux et culminant en about par une longue façade vitrée. Ce repère urbain, qui abrite l’administration et les espaces communs, qualifie l’ambition de l’équipement sans écraser ses voisins. Sa volumétrie simple d’aluminium gris affirme son appartenance à l’ensemble urbain mais l’échelle de « sa fenêtre urbaine »s’avançant au-dessus du vide semble vouloir conquérir la vue sur Dunkerque.

The project's postulate lies in its architectural ambition or, more precisely, in the relationship it creates between the value of IRENI, a showcase for French research in an industrial environment and its image. Stuck in the in-between of the adjoining buildings, with no exit to the Quai de Goole or the Avenue Schumann, the urban context does not favour any distant perception even though the essence of the neighbourhood planning which aim to extend has been established on this matter. The project fights against this contradiction with a couple of answers. In the first place, it is to build the IRENI between the MREI 2 and the training building without touching them visually other than by footbridges and a glazed hallway letting the eye glance along the facades of lodging. At the centre, the IRENI building allows a simple and obvious legibility which strengthen its identity.  Secondly, the project refers partially to the requirements specification in terms of architecture and urbanism (non-adjoining to neighbouring buildings) with its “roof dome” to offer the image of a high volume on the third floor which seems undone from the lower levels. From a distance, it shows over the visual obstacles of the MREI 1 and the captaincy of the Navy, its clear and streamlined silhouette of metal overhanging which results in a long glass façade. This urban landmark, which houses the administration and the common spaces, qualifies the ambition of the equipment without crushing its neighbours. Its simple grey aluminum volume justifies its affiliation to the urban whole but the scale of its “urban window” moving towards and above the void seems like the building wants to win the view on Dunkirk.
