Le siège de la Région Nord-Pas de Calais, équipement public majeur, se définit en premier lieu comme un territoire ayant sa propre identité et exprimant sa fonction régionale. Se nourrissant des contraintes du site et notamment la traversée de son emprise foncière par l’entrée viaire du périphérique dans Lille, il créé une « porte » majestueuse entre les espaces autoroutiers et la ville, et marque la transition entre la vie en ville et la vie autoroutière.

Ce contexte urbanistique conduit le parti architectural du projet :

- Un socle urbain de part et d’autre de la voie d’accès

- Une nappe de bureaux (soulevée à 12 m de haut) identifiée dans sa forme et sa symbolique, comme une main flottant sur un espace jardin.

- Un entre-deux, composé des grands éléments symboliques du programme : - hall - hémicycle - commission permanente et jardins.

- Un signal marquant l’identification de l’institution, tant en vision lointaine (autoroutière) qu’en vision rapprochée sur le parvis.

Le projet cherche une harmonie entre l’entité délibérative et l’espace des services. Unitaire, il réunit  des composantes à image
identitaire forte dans une enveloppe unique. Il développe une écriture architecturale sobre et rigoureuse appuyée sur des registres verriers qui propose une expression claire de la fonctionnalité.

La transparence des espaces d’accueil et de distribution à partir de l’espace public renforce la volonté de faire exister de manière dynamique l’institution régionale dans la cité. L’interpénétration des espaces extérieurs et intérieurs développe les échanges visuels et donne à voir l’activité interne, permettant de ce fait l’appropriation du siège par la population.

The Nord-Pas de Calais Regional Seat of Government, major public equipment, can be defined first and foremost as a territory with its own identity and expressing its regional function. Feeding off the constraints of the site and especially the crossing of its land through the peripheral entrance in Lille, it creates a majestic “gate” between the motorway spaces and the city, and marks the transition between the city life and the motorway life.

This urban context leads the architectural design of the project:

-  An urban base on both sides of the access road.       

- A slick of offices (arisen to 12 meters high) identified by its shape and its symbolism, as a hand floating over a garden space.        

- An in between, composed of great symbolic elements of the program: lobby, hemicycle, permanent commission and gardens.

- A signal marking the identification of the institution, both in distant vision (motorway) and in close vision on the forecourt.     

The project seeks harmony between the deliberative entity and the services space. Unitary, it gathers components with a strong identity image within a single envelope. It develops an understated and rigorous architectural style supported by glass records which offer a clear
expression of the functionality. The transparency of the reception and distribution areas, starting from the public space, reinforces the desire to make the regional institution dynamic in the city. The interpenetration of indoor and outdoor areas, develops the visual exchanges and shows the internal activity thus allowing the appropriation of the head office by the population.
