Le site Delobelle, au centre du quartier des Prés, présente des atouts urbains exceptionnels : Au bord de la Lys, en regard direct avec la base de loisirs des prés du hem, qui bénéficie d’une réputation régionale, à proximité immédiate du centre-ville et des grands équipements publics.Ce fort potentiel doit donc, à l’occasion de l’urbanisation du site, être le moteur d’un développement urbain de qualité. L’urbanisme proposé est la mise en forme spatiale des grands enjeux que nous avons identifiés. Cet urbanisme est valorisé par la qualité géographique du lieu et par les dimensions généreuses des emprises disponibles. Ces objectifs que nous avons précisés et intégrés dans notre proposition de projet urbain sont les suivants:

- Proposer une ossature urbaine composée d’espaces publics lisibles, hiérarchisés et qualitatifs.

- Enoncer un gabarit urbain qui respecte et valorise la silhouette de la ville.

- Etablir un jeu subtil entre les pleins et vides pour conforter des porosités et des vues franches vers la Lys.

- Réaliser un quartier ouvert aux usages citoyens et attentifs aux limites publics- privés.

Bien qu’affirmant chacun leur singularité, les trois bâtiments collectifs assument un vocabulaire architectural commun basé sur la lecture d’un socle, un corps principal et un attique: la brique ajourée, l’enduit blanc et le bardage bois.

The Delobelle site, in the centre of the Prés district, has some exceptional urban assets: At the edge of the Lys, in direct contact with the leisure centre of the Prés in Hem, which enjoys a regional reputation, in the immediate vicinity with the city centre and large public facilities. This high potential must, therefore, on the occasion of the urbanisation of the site, be the engine of a quality urban development. The proposed urbanism is the spatial formatting of the major issues that we have identified. This urbanism is valued by the geographic quality of the place and the generous dimensions of the available spaces. These objectives, which we have specified and integrated into our urban project proposal, are as follows:

- To propose an urban skeleton composed of public spacesthat are readable, hierarchical and qualitative.

- To state an urban template that respects andenhances the silhouette of the city.

- To establish a subtle game between full and emptyspaces in order to boost porosities and direct views towards the Lys.

- To create a neighbourhood open to citizen usesand responsive to public/private boundaries.

While affirming each of their singularities, the three collective buildings assume a common architectural vocabulary based on the reading of a pedestal, a main body and an attic: perforated brick, white plaster and wood cladding.
