L’Hôtel du Territoire abrite les services administratifs exerçant les compétences déléguées par l’état. Son rôle d’équipement public au service des habitants s’exprime lisiblement, sans transparences ni opacités excessives, pour en favoriser l’usage individuel et collectif. C’est un bâtiment accueillant dont la puissance extérieure s’efface une fois franchi le seuil. Les espaces intérieurs sont dynamisés par l’inflexion des circulations autour du noyau central qui accueille l’escalier. La première volée débouche au cœur d’un vaste puits de lumière, image inversée du phare, de la pointe aux canons, qui marque l’entrée de la rade. La seconde volée s’y enroule, pour atteindre l’étage supérieur. Les habillages en bois, la souplesse des volumes, réchauffent les ambiances en contrepoint des sols colorés. Le hall sur deux niveaux offre de multiples perceptions au gré des déplacements. Des apports de lumière naturelle ponctuent les circulations.

The powerful volumetry and minerality of the Territory Hall architecture affirms the solemnity and seriousness of its function, seat of authorities with jurisdiction over the territory. Its claimed anchoring on the site expresses strength and continuity.

The Territory Hall shelters the administrative services exercising the powers delegated by the state. Its public equipment role serving residents clearly communicates, without transparencies nor excessive opacities, to enhance the individual and collective use. It is a welcoming building whose exterior strength erases itself once you stepped through the threshold. The interior spaces are boosted
by the circulations inflexion around the central core which hosts the staircase. The first one leads to the heart of a vast wells of light, inverted image of the lighthouse, from the peak to the cannons, which marks the entrance of the bay. The second one wraps itself around it, to reach the upper floor. The wood coverings, the flexibility of the volumes, warm up the atmospheres in counterpoint to the colourful floors. The hall on two levels offers multiple perceptions at the discretion of the movements. Natural light inputs punctuate the
circulations.
